Forerunner- Enabling Markets Work for the SDGs

Bangladesh has a growing young population, around 64% of its population aged below 35. However, despite their large numbers, many young people in Bangladesh face challenges in acquiring the necessary skills to secure employment. The education system in Bangladesh is often criticized for its lack of quality and relevance to the job market’s needs. Many young people struggle to find employment due to a mismatch between the skills they have acquired through their education and the skills required by employers.

However, the government of Bangladesh has recognized the importance of addressing youth unemployment and has implemented several programs and initiatives aimed at improving access to education, vocational training, and job opportunities for young people. For example, the government has established a national skills development policy to improve the quality and relevance of vocational training programs and has also launched several employment generation schemes to create job opportunities for young people.

 Private sector organizations increasingly recognize the importance of addressing climate and environmental issues, not only for the planet’s sake but also for their long-term sustainability and success. UNDP Bangladesh’s ongoing engagement with major Private sector organizations (MNC and local conglomerate), including different business associations, paved the path for work jointly towards achieving SDGs—specifically, youth and women skilling, employment and entrepreneurship, circular economy, and achieving climate promise.

This initiation plan (IP) will contribute to attaining future-proof skills for the youth, ensuring job placement, support entrepreneurship, enabling circular economy and reducing the carbon footprint for achieving net zero 2050 ambition. This IP will produce new project and program document on skills, employment and entrepreneurship, the circularity of plastic waste and reducing carbon footprint by the private sector organizations.

Duties and Responsibilities

This position will directly report to the National Project Manager, Forerunner, UNDP Bangladesh.

Leand the strategy and planning portfolio: 

Ensure that Forerunner has a clear communication strategy and allied work plan, strengthen support of Forerunner’s mission and objectives, and enhance the credibility and brand value of the project.

  • Synthesizing information and insights to facilitate meaningful and evidence-based strategic planning.
  • Working closely with the core project team to develop a 3-year strategic communication plan that supports the Forerunner’s strategic goals and elevate the efforts of Forerunner and its key partners, including donors to a wider audience.
  • Oversee and finalize the production of effective, target-bound, high-quality communication materials based on complex themes for print and digital platforms.
  • Support the production of communication contents; assure quality of all content distributed by Forerunner to maintain strong visual and editorial identity and reputation.
  • Work with Forerunner and multitude of stakeholders including the Government, Policy, Development and Private partners and team members to produce original audio, video, written and visual content for various campaigns and communication activities.
  • Support the Forerunner Steering Committee to develop a compelling value proposition and a clear articulation of the experience of being a Forerunner member.
  • Identify and cultivate key influencers within and external to the Forerunner partnership to strengthen Forerunner’s outreach and visibility.

Lead the planning and implementation of project campaigns and events: 

  • Lead the conceptualization, planning and implementation of various events, at times gathering participants from around the world. Identify team requirements and budgets and contract event management stakeholders and consultants as required.
  • Have the necessary experience and proficiency with the ground-up planning and implementation of go-to market strategies and tactics, driving diverse stakeholders under a single strategic umbrella. 
  • Work closely and build strong relationships with relevant Forerunner Partner offices to support necessary rollout and implementation activities.
  • Develop and implement strong communications plans, ideally jointly with participating organizations so that there is a clear, unified voice for creating opportunities to accelerate the nation’s future economic growth.

Support, Manage and be accountable for the work of the communication team:

  • Maintain UNDP standards and structures for digital content creation, distribution, and repurposing.
  • Monitor current and emerging trends in digital marketing and communications and stay up to date on industry best practices.
  • Oversee the monitoring and analysis of social media and web content metrics and use this for course correction to ensure effective communication strategies and planning.
  • Support team members to develop content for and manage the Forerunner website and Knowledge Hub, ensuring that these digital platforms are aligned with the overall communications and advocacy strategy.
  • Key knowledge about utilizing big data to drive communication activities to shape stakeholders and community behaviors and activities.
  • Define communications analytics and outreach benchmarks and KPIs to measure content effectiveness and optimize digital communications content, campaigns, community features, outreach, and functionality. Ensure that communication baselines are established against which the achievement of objectives of the communication strategy are regularly evaluated.
  • Use the opportunity to identify/highlight effective programme activities and results.


Ensure that human resources (the communication team) and financial resources (budget planning, management, and monitoring) are both effectively managed and optimally used.

  • Develop a work plan for communication activities, monitor compliance and provide support and guidance to ensure objectives are met.
  • Plan and monitor the use of communication budgetary resources. Take appropriate actions to optimize use of funds.
  • Effectively managing priorities, deliverables, and timelines with little need for escalation.
  • Identify, recruit, and supervise staff, technical resources, and consultants as necessary. 
  • Conduct and implement effective performance planning, monitoring, and performance development programme as required.

Required Skills and Experience


  • Minimum Secondary School Certificate is required,
  • University degree (Bachelor’s degree) in Communications, Journalism, Marketing, Management, or closely relevant disciplines will be given due consideration, but not a requirement


  • Minimum of 7 years (with high school diploma) or 4 years (with bachelor’s degree) of relevant communications experience preferably providing communication packages at the national level to promote the activities of an international development organization.
  • Working with development organizations or other donor agencies is desirable.
  • Experience in developing communication strategies and planning along with the ability to articulate comprehensive proposals.
  • Experience in overseeing and managing the production of written and visual/audio content in a relevant field, including digital/ social media.
  • Basic knowledge of the Adobe software packages, including Adobe in Design, Adobe Premier, Adobe Illustrator (CorelDraw), Adobe Photoshop, etc. will be an asset.
  • Builds strong relationships with clients, focuses on impact and result for the client and responds positively to feedback, timely responses to queries.
  • Demonstrates good oral and written communication skills.
  • Demonstrates results-oriented approach to work.
  • Ability to work under pressure and meet strict deadlines.
  • Strong background in some of the following technical areas; Strategy development, Brand Awareness Generation, Communications, Event Planning and Execution Modality, Digital Communication, Stakeholder Management, Relationship Management 
  • Ability to design clear and compelling information products and find innovative ways to communicate.
  • Knowledge of Brand Development. 
  • Experience in social media management (Twitter, Facebook, Instagram, IMO, etc.)
  • Basic knowledge in graphic design.
  • Experience in organizing social media campaigns or similar.
  • Actively works towards continuing personal learning and development in one or more Practice Areas, acts on learning plan and applies newly acquired skills.
  • Excellent stakeholder management, presence, and interpersonal skills – ability to engage directly with stakeholders at all levels.
